Work on the 27-story apartment tower in New Rochelle is nearing completion

The superstructure of a 27-story luxury apartment tower in the downtown area of ​​a Westchester County city has been completed.

The topping-out ceremony for 33 Westchester Place in downtown New Rochelle, a tower that will house 315 luxury apartments, took place on Monday, August 19, according to developer Allstate Ventures.

Construction on the 27-story tower originally began in May 2023. Once completed, the complex will feature 110 studios, 161 one-bedroom units and 44 two-bedroom units.

Each unit will feature built-in appliances, quartz countertops, tiled walk-in showers and custom shelving. Other amenities in the building include a 2,000-square-foot co-working space, fitness rooms for yoga, cardio and strength training, areas for movie screenings, barbecues and other gatherings, and a rooftop lounge with views of Long Island Sound.

The tower is the final building block of the three-building Westchester Place complex, which will include retail space, restaurants and affordable housing for artists, as part of a partnership with the city to create an arts and culture district in New Rochelle.

“These new developments enrich our downtown with a wide range of housing options – from affordable and artist-focused to luxury – while also fostering business opportunities and enriching public art,” said New Rochelle Mayor Yadira Ramos-Herbert, adding, “This milestone is a critical component of our overarching strategy to meet the evolving needs of our city.”

To achieve this goal, the facility will include permanent art installations and murals, rotating art exhibitions by resident artists, and an ongoing arts program accessible to local residents.

So far, the tower’s superstructure and most of its “rough mechanical work” have been completed, said Moshy Guttman, construction manager at Allstate Ventures. He added that the building is now watertight and workers have begun installing drywall.

The tower’s units are expected to be leased to tenants starting in spring 2025, developers said.
