Vernon man drove wrong way on I-84 in East Hartford: State Police

EAST HARTFORD/VERNON, CT — A wrong-way driver who narrowly missed highway workers in a construction zone on Interstate 84 on Wednesday was under the influence of alcohol before he was taken into custody in East Hartford, police said.

According to Connecticut State Police, 61-year-old Andrey V. Kamenskiy of Vernon was charged Wednesday with 10 counts of first-degree reckless endangerment, driving under the influence of alcohol, driving the wrong way on a divided highway and 10 counts of endangering highway workers in a highway construction site.

He was released on $25,000 bail and will be arraigned in Manchester Superior Court on Aug. 30, police said.

According to state police, State Police Troop H in Hartford began receiving 911 calls about a wrong-way driver on I-84 near Exit 50 in Hartford around 3:30 a.m.

According to police, the vehicle – a BMW – was traveling eastbound in the westbound lanes of I-84.

As Troop H continued to receive emergency calls, it was reported that the BMW was traveling the wrong way in the HOV lane near Exit 58 in East Hartford and entered an active construction zone.

According to police, Troop H then received reports that the BMW had stopped at the construction site in East Hartford and that the driver was outside of his vehicle talking to workers at the site.

The construction site was occupied by ten construction workers, police said.

When the police officer arrived at the scene of the accident, he saw a blue BMW parked in the construction site, facing the wrong direction, with the suspect standing outside.

According to police, Kamenskiy gave the police officer a driving license.

During the investigation, police said the suspect showed signs of impairment and failed a sobriety test, which led to his arrest.

According to state police, no injuries were reported and no other vehicles were involved.
