Traffic analysis for the 421 Forward project begins • Latest publication

The Indiana Department of Transportation’s proposed 421 Forward project has entered the traffic analysis phase, a critical phase that will help determine future design, INDOT officials say.

The project includes US 421 in Zionsville between Greenfield/Templin Road and County Road 300 S. Prior to design and construction, traffic analysis will determine what improvements should be made along the corridor to meet the needs of drivers and pedestrians. INDOT has partnered with engineering firm American Structurepoint to provide design and analysis for the project.

“The 421 Forward project is an investment in the rapidly growing community of Zionsville,” said Blake Dollier, INDOT West Central spokesperson. “This analysis will help us inform our design and include the necessary improvements to improve mobility for motorists and pedestrians in the area.”

To complete the traffic study, the design team assesses road performance by evaluating current and expected traffic. The analysis considers future traffic growth related to population growth and planned developments in the area. The work also includes analyses of accident data and environmental elements.

The design team studies how intersections operate during typical morning and evening rush hours. They use software to determine the level of service, delays and queues that drivers regularly experience. The information helps the team predict how additional traffic would affect intersections. This information is used to make recommendations about what types of road improvements can create a safer environment for drivers and pedestrians. Road improvements could ultimately include additional lanes, turning lanes, traffic lights and/or roundabouts.

American Structurepoint will conduct the analysis over the next year. Once completed, the project will move to the design phase, which is expected to last until 2026. A draft environmental document is expected to be available by the end of 2025.

No funds have been allocated for the project yet. Funding and a construction schedule will be established once the project study is completed.
