California Legislature Committee gives green light to electric vehicle battery recycling bill

The California Assembly Budget Committee today passed a bill to ensure responsible recycling of batteries after electric vehicles are retired in California.

Senate Bill 615 would require automakers to ensure that their electric vehicle (EV) batteries are ultimately recycled. The bill now heads to the full Assembly and Senate for a vote later this month.

The following statement comes from Dr. Jessica Dunn, a senior analyst specializing in lithium-ion battery sustainability in the Clean Transportation Program of the Union of Concerned Scientists:

“I commend California lawmakers for recognizing the need to plan for safe recycling of electric vehicle batteries so that important materials can be recovered and reused, reducing the mining of critical minerals like lithium that are needed to fully electrify our transportation system in the coming decades.

“Californians are buying more electric cars than ever before and we need to start planning for their retirement now. A strict recycling policy means that the batteries do not end up in landfills but represent an excellent domestic source of raw materials for the next generation of vehicles.

“Even as capacity decreases, batteries remain useful. They can be reused or repurposed and eventually recycled so that the recovered materials can be used to make new batteries. But to achieve this, we need public policies that ensure batteries do not fall through the cracks.

“As the transition to zero-emission vehicles accelerates, I encourage all California legislators to plan ahead to ensure its success and pass SB 615 when it comes to a vote in the coming days.”
