On Sunday, central authorities released a policy document on accelerating the comprehensive green transformation of development. According to the document, by 2030, China will have made positive progress in implementing the green transformation in key areas, enhanced coordination to reduce pollution and carbon emissions, and improved efficiency in the use of key resources.

Policies and standards supporting green development should be optimized and remarkable results should be achieved in the comprehensive green transformation of economic and social development. By 2035, a green, low-carbon and circular economic system should be established, in which environmentally friendly production methods are developed and synergies to reduce pollution and carbon emissions are significantly promoted. At the same time, the country’s use efficiency of major resources should have reached an internationally leading level, and its economic and social development should follow a green and low-carbon course, with carbon emissions steadily declining after reaching the peak.

To facilitate the achievement of these goals, the document sets out a series of measures and requirements, including optimizing the development pattern of China’s territory, improving the ecological and environmental protection mechanism to create green development highlands, accelerating the green and low-carbon transformation of industry, energy, transportation, urban and rural construction and consumption. The country will give full play to the role of scientific and technological innovation in this process, strengthen basic applied research and accelerate the research and development of key technologies.

Green and low-carbon development remains a leading direction of scientific and technological revolution and industrial transformation in today’s world, and the implementation of the green economy has become an irreversible development trend. It continues to be an important source of China’s high-quality development and international competitiveness.

China has so far built the world’s largest, most comprehensive and most competitive clean energy value chain. The installed capacity of its solar and wind power plants is more than 1.1 billion kilowatts, the production and sales of alternative fuel vehicles have ranked first in the world for nine years in a row, and the proportion of new green buildings in urban areas accounts for more than 90 percent of all new buildings.

As the world’s second largest economy, China’s efforts will make a major contribution to global sustainable development.
