A Green Beret from Central Florida and a Venezuelan national have been charged with violating export and weapons laws.
Former Green Beret Jordan Guy MacDonald Goudreau, 48, of Melbourne, and Yacsy Alexandra Alvarez, 43, of Tampa, were arrested on a now unsealed indictment charging them with conspiracy to violate export laws, smuggling goods from the United States, violating the Arms Export Control Act, and violating the Export Control Reform Act. The indictment also accuses Goudreau of violating the National Firearms Act and illegally possessing machine guns.
According to court documents, starting in November 2019, Goudreau, Alvarez and others conspired to export AR firearms, night vision devices, laser sights and other equipment from the United States to Colombia without obtaining the required export licenses. These unlicensed exports were made in order to conduct activities in Venezuela.
To further the conspiracy, Goudreau, Alvarez and their accomplices obtained firearms and military equipment through Goudreau’s Melbourne-based company Silvercorp and exported these items to Colombia, where some of the items were seized by the Colombian National Police. The indictment further alleges that Goudreau unlawfully possessed machine guns and unregistered silencers.
If convicted, Goudreau and Alvarez face the following maximum sentences: five years in prison for conspiracy, ten years in prison for smuggling, twenty years in prison for violating export control laws, and ten years in prison each for violating the National Firearms Act and illegal possession of a machine gun.
The indictment also informs Goudreau and Alvarez that the United States intends to confiscate firearms and other military equipment allegedly derived from proceeds of the crime.
The FBI, Homeland Security Investigations and the Department of Commerce’s Bureau of Industry and Security are investigating the case; the U.S. Customs and Border Protection is providing valuable support.
Assistant U.S. Attorneys Risha Asokan and Daniel J. Marcet for the Middle District of Florida and Trial Attorneys Menno Goedman and Emma Ellenrieder of the Counterintelligence and Export Control Section of the National Security Division are prosecuting the case.
